Phase 0 Review & Approval Gates
Four sequential checkpoints protect the distinction between an editable draft, an approved foundation and a separate implementation authorization.

G1 review is now documented in IUG-G1-RVW-001 and IUG-G1-TRC-001. This is an operational review update from the document registry, not a change to the G0-approved gate structure.
Valid Gate Outcomes
Approved, Approved with conditions, Rejected, or Deferred — each with approver, date, version, evidence, owner and conditions. Conditional approvals remain conditioned until the sponsor closes them.
Recommended Review Sequence
- Assess G0 governance and documentation controls.
- Review verified 24-page v1.0 masterplan and revised P0/P1/P2 scope for G1; decide PDF binary archival policy.
- Evaluate architecture options and protective boundaries for G2.
- Perform a consolidated G3 review without assuming implementation is permitted.
