Controlled draft — not implementation authority The complete 24-page iUGNAY Proposal & Functional Masterplan v1.0 (26 October 2026) is now received, checksum-verified and source-reconciled. Sponsor approval, pilot agreement, implementation authorization, official integrations and public partnership claims remain pending.

A single private iUGNAY repository with separate authoritative source, document registry, governance records and derived HTML publication.

Document Control Flow

Change authoritative Markdown → update decision record → synchronize human-readable HTML → update registry → perform parity review → collect sponsor gate decision → merge only with authorization.

Responsibilities

The sponsor approves exact revisions; Qentrix Labs custodians maintain source and publications; product, architecture/security and relevant LGU/data-protection reviewers assess risks. Named appointments remain open.

Controlled Documentation Publication

The sponsor publishes the non-implementation documentation at iugnay.qentrixlabs.com. The HTML reads site-v3.css for MHERC-style compact surfaces and site-v2.js for the theme control. Publishing does not imply a repository merge or review-gate approval.

Repository Boundaries

Only qentrixlabs/iugnay is in scope. No source code, schema migration, hosting activation or writes to ORVY, MHERC or other repositories are authorized.
